July 25, 2025

The Philippines’ Subic-Clark Special Economic Zone (SEZ) is a thriving hub for international businesses, offering a strategic location, modern infrastructure, and attractive incentives. For foreign nationals seeking employment in either the Subic Bay Freeport Zone or Clark Freeport and Special Economic Zone, the Subic-Clark Working Visa (SCWV) is a key requirement. We’ll explain to you what the SCWV is, its requirements, and what to expect during the application process.

What is the Subic-Clark Working Visa (SCWV)

The Subic-Clark Working Visa (SCWV) is a special visa designed for foreign nationals employed by companies within the Subic Bay Freeport Zone or the Clark Special Economic Zone (CSEZ).

Here are some notable details:

  • The SCWV facilitates employment for foreigners in roles requiring specialized skills not readily available among Filipino workers.
  • This visa is governed by the Subic Bay Metropolitan Authority (SBMA) and the Clark Development Corporation (CDC), in collaboration with the Bureau of Immigration (BI) and the Department of Labor and Employment (DOLE).
  • It offers multiple-entry privileges and exempts holders from exit clearance and special return certificate requirements.
  • This permit is valid for up to two years and renewable based on the Alien Employment Permit (AEP) issued by DOLE.
  • The SCWV is valid for employment only with the sponsoring company within the Subic or Clark Freeport Zones, but it allows travel outside these zones for tourism purposes.
  • This visa streamlines the process for expatriates to contribute to the region’s export-oriented industries, such as manufacturing, IT, and logistics.
  • Non-compliance, such as working for a different employer or outside the Freeport Zones, may result in fines. Employers must also notify the OSS within five days of employment termination and surrender the work permit or ACR I-Card.

What are the Requirements of a Subic-Clark Working Visa

To secure an SCWV, applicants must meet specific criteria and provide the following documents:

  • Duly accomplished application with recent 2″x2″ colored picture.

  • A bio-page of a passport with a validity of at least six (6) months, the latest arrival visa, and an updated visa that is valid until the date of commencement of an employment contract or appointment. If this is a renewal, then bring a copy of the SCWV sticker.

How to Apply for a Subic-Clark Working Visa

The application process for the SCWV is done through processing centers in Subic or Clark, manned by SBMA, CDC, and BI representatives.

Follow these steps:

  1. Secure an AEP: The employer submits an AEP application to DOLE, including the employment contract and company documents. Processing typically takes a few weeks. We can assist you with securing this and other required documents.
  2. Prepare Documents: Gather all required documents, including the AEP and passport copies. Also bring ACR I-Card form.
  3. Submit Application: File the application at the OSS in Subic or Clark. The OSS facilitates pre-screening and document verification.
  4. Biometric Capture: Visit the Alien Registration Division for image and fingerprint capture, which is required for the ACR I-Card. Applicants aged 11 and above need biometrics every five years; those 10 and below require it for each extension.
  5. Pay Fees: Obtain an Order of Payment Slip (OPS) and settle fees at the OSS. Fees vary based on visa duration and ACR I-Card processing.
  6. Await Approval: If the documents are complete, the visa is typically issued within a few days. Claim the SCWV and ACR I-Card at the OSS.

Applications can be submitted in person or through a representative with a Special Power of Attorney (SPA). If additional verification is needed, processing times may take up to two months.
